Disguising their identity and use of megaphones is different, but they don't seem to have any specific ideology. Seems a bit willy-nilly and confusing. I know that the part where they are anonymous makes it creepy, but if you read the rest of the rules summed up above, the creepy is more in our heads then in their plans.
